Extensions for Joomla! 4.x • Is "PHPMailer" (Library) a core extension and can it be safely uninstalled?

Hi,

We are auditing installed extensions for compatibility with Joomla! 5. On three of our Joomla! 4 websites, the "PHPMailer" library is installed. The extension developer is listed as "PHPMailer". This library does not appear on our other Joomla! 4 websites. Is this a core extension, and can it be safely uninstalled?
